Protection from rash decisions: how the work of the VNS has changed over 30 years and why it is important to have children
The delegate of the All-Belarusian People’s Assembly told how the constitutional status changed the work of the National Assembly, why delays in the implementation of programs are more difficult to explain than to accept them, and how advertising can help in solving demographic problems.

In October, the All-Belarusian People’s Assembly turns 30 years old. During this time, the SPC acquired a constitutional status with the mandatory implementation of the adopted programs. The delegate of the All-Belarusian People's Assembly, deputy of the Minsk City Council of Deputies, director of the state enterprise "Minskreklam" in the new issue of the program "Face to Face" on ONT.by shared how the rhythm of the country's life is changing, why the right to error is necessary for innovation and how to make large families fashionable with the help of outdoor advertising.
From recommendations to constitutional status
Over 30 years, the pace of development of the country, set at meetings, has increased many times. If goals once seemed unrealistic, today they are becoming the norm. The acquisition of constitutional status has radically changed the level of responsibility of delegates.
“Life changes, rhythm changes, pace changes, and we change. At these meetings, such rates were set, the speaker noted.
Now the decisions of the National Assembly are not only recommended for implementation, but are mandatory. The delegate stressed that this entailed a special responsibility.
“Constitutional status is already a special level of responsibility. It's mandatory. That's it. I always had the feeling that you were involved in history, but when we got constitutional status, you have no right to make a mistake.
Protection against errors and the right to initiative
The SNC is considered as a mechanism that does not allow making rash decisions at the state level. At the same time, the delegate emphasizes the importance of initiative and innovation, which are impossible without the right to error.
It is more difficult to explain than to accept
According to the delegate, it is easier to develop and adopt a five-year program than to convey its essence to people and explain possible delays. The main task of the deputy is to explain to citizens their own role in the implementation of these programs.
“For me, the second is more difficult. And because, as I said, you need to get there to reach you, you know, to explain on your fingers how it all happens and why not always everything happens, admitted the guest of the air.
Demography and family fashion
Solving demographic problems requires not only material support from the state, but also a change in public opinion. The speaker is sure that with the help of outdoor advertising and popularization, you can make a large family as fashionable as a healthy lifestyle.
“We’re now in a fashion, PP.” Smoking is no longer fashionable. Same goes for family. That is, today all our resources should be directed to this, she stressed.
If the company ordered social advertising VNS, the main emphasis would not be the general plans of the halls, and live emotions and faces of people.
“These would be faces, primarily emotional faces. That's not the general plan of the room. These emotions there, believe me, abound in this hall, the speaker shared her creative vision.
