Housing for one basic and without rent for the time of repair: the Minister of housing and communal services of Belarus revealed new opportunities for settlement

According to the Minister of Housing and Communal Services Gennady Trubilo, announced to journalists after the meeting with the Head, rental housing that is not used or is intended for demolition can be purchased for just one basic value.

The problem of unclaimed rental housing was discussed at the meeting. Housing Minister Gennady Trubilo noted that currently about 15 thousand rental residential premises are empty for more than six months. These are mainly apartments built in Soviet times and located mainly in rural areas.

Action plan

The regional executive committees have already developed measures to involve empty housing in circulation. According to the minister, more than 1.3 thousand premises are planned to be transferred to new owners. About 2.5 thousand require repair, and about 6 thousand are subject to demolition due to dilapidation and lack of demand.

Sales for one base value

Gennady Trubilo said that the head of state supported the proposal to give local executive bodies the right to sell housing in need of repair or subject to demolition for one basic value. The minister explained that the current auction mechanism with a decrease in price is too long – it takes about nine months – and requires the cost of assessing the premises, while the real effect does not bring. Therefore, it was decided to allow local authorities to determine the list of apartments that can be sold under a simplified scheme.

Accommodation for repairs: rent against costs

Another proposal concerns rental housing requiring renovation. If a person agrees to settle in such a room and put it in order, the cost of repair will be deducted from the rent.

“Thus, a person is temporarily exempt from rent fees,” explained Gennady Trubilo.

Rental foreclosure

The Minister also recalled the existing mechanism for the purchase of rental apartments. This opportunity is available to young specialists of the most popular areas living in settlements with a population of up to 20 thousand people, after ten years of working in the organization that provided housing.

According to Gennady Trubilo, as a result of the discussion, a clear picture of how to involve empty rental housing in economic turnover was formed.
