In Russia came into force the law on the platform economy

In Russia, from October 1, the law on the platform economy came into force, which establishes duties and norms of activity for marketplaces, food delivery services, service aggregators and taxis.
The requirements of the law apply only to companies included in a special register of intermediary digital platforms. These include sites through which the operator provides placement of orders and cards of goods / services, conclusion of transactions and payment in favor of partners.
According to the conditions approved by the government, for inclusion in the register, the average daily audience of the platform for the past year must be at least 100,000 Russians, and it must have at least 10,000 partners who have made at least one transaction per year, or the total value of transactions in the amount of ши50 billion.
In July, the Ministry of Economic Development of Russia formed a preliminary list of platforms planned for inclusion in the register. The list includes 12 services: Avito, Delivery Club, Lamoda, Ozon, Wildberries, Cooper, Magnet Market, Yandex Market, Yandex Go, Yandex Food, Yandex Travel and Joom.
A platform economy is an economic model based on digital platforms that connect direct producers of goods or services with consumers.
In addition, the law makes changes to the work of platforms with sellers. So, now services are obliged to warn partners about the deterioration of the terms of contracts for 45 days, and when sanctions are imposed for any violations – notify them three days in advance. Sites must also notify partners about the application of discounts five working days before the sellers must give consent.
The law requires platforms to ensure seamless and standardized electronic document exchange with merchants. At the same time, now marketplaces are obliged to check the seller, executor or owner of PVZ through the USRLE, EGRIP or ESIA even before the conclusion of the contract.
The sites will also create a system of pre-trial dispute resolution between participants, and the platforms themselves will be obliged to ensure communication between the buyer and the seller on the return of low-quality goods. In addition, the buyer will secure the right to return the goods through the points of issue of orders.
There are fines for non-compliance with the law. The largest of them is 500 thousand rubles. - will follow the restriction of access to the personal account of the partner without reason. In addition, punishment is provided for failure to provide the seller with the opportunity to place information on the site, non-compliance with the requirements for placing goods cards, violation of the procedure for concluding a contract with a partner, the rules for forming search results and other violations.
