The Ministry of Health of Russia has developed a draft of a new procedure for conducting medical examination of drivers and those who receive a driver's license, follows from the draft order and annexes to it. The document enters into force on March 1, 2027.
In particular, we are talking about the procedure for issuing a medical report on the presence (absence) of drivers of disease, in which it is contraindicated to drive. “The medical report is formed in the form of an electronic document signed by a medical worker using a strengthened qualified electronic signature, is placed in the federal register of documents containing information about the results of medical examinations, which is maintained in the unified state information system in the field of health care (EGISZ),” the document says.
The driver is entitled to an extraordinary mandatory medical examination in case of confirmation by the results of the examination and (or) treatment of the presence of diseases that are a medical contraindication to driving vehicles. Notification will be sent within one working day. The driver must pass the test within three months. A paper copy of the report will also be available.
According to the amendments to the laws “On Road Safety” and Article 10 of the Federal Law “On Personal Data”, which come into force on March 1, 2027, if a motorist refuses to undergo an extraordinary mandatory medical examination, his driver’s license will be canceled. It will be possible to return the license only after passing a medical examination and obtaining a conclusion about the absence of contraindications to driving, taking into account all existing medical restrictions.
From September 1, 2025, a new list of medical indications, contraindications and restrictions to driving a vehicle came into force in Russia. The relevant government order was approved in April 2025.
In the new list, general psychological developmental disorders (F84) were added to mental disorders, as well as eye diseases - achromatopsia (H53.51) was replaced with color vision abnormalities (H53.5).
