وأصدرت جامعة نوفغورود الحكومية، المسماة " ياروسلاف " ، شهادات إلى مواطنين أجانب تؤكد أن مستوى معرفتهم باللغة الروسية والتاريخ الروسي والأسس الأساسية للتشريع تفي بمتطلبات الحصول على تصريح عمل أو براءة اختراع. وصدرت شهادات في عام 2025-2026.
At the same time, foreign citizens who received certificates lacked even minimal knowledge of the Russian language: they could not communicate on social and domestic issues, were not able to independently get a job, contact the police or a doctor, and did not understand the speech addressed to them - they were not even able to understand the meaning of the interlocutor's address or audio message.
