Such a statement was made by the head of the Russian Union of Industrialists and Entrepreneurs (RSPP) Alexander Shokhin, who on October 5 was appointed Commissioner for the Rights of Entrepreneurs, RBC correspondent reports.
“There is a recent presidential decree on the temporary management of Russian companies that do not provide adequate protection from drones or timely restore damaged production facilities,” he said.
According to Shokhin, it is necessary to determine how not only to punish enterprises, but also how to stimulate their spending on protection from possible damage associated with UAV attacks.
Of course, it is very important that this work on transfer to temporary management, so that it is not part of unfair competition. When, say, some entrepreneurs find ways to manage sufficiently attractive assets. We would like to see transparency here too, he added.
In April 2023, Russian President Vladimir Putin signed a decree on the temporary management of property associated with countries that confiscate the property of Russia, Russians and Russian companies. Temporary administration may include movable and immovable property, securities, equity interests and property rights. The temporary manager receives the powers of the owner, except the right to dispose of the property.
In August, Putin signed a decree according to which the government will be able to introduce temporary management of critical infrastructure, the owners of which will not take security measures.
Today, President Putin appointed Shokhin as ombudsman for the rights of entrepreneurs.
Earlier, Shokhin, in an interview with RBC, called among his priorities “reconciling hours” with all business associations and increasing their participation in decision-making. This includes coordinating the candidatures of regional commissioners and ombudsmen in certain areas of economic activity.
At the end of September, Putin signed a decree according to which the assets of Metro Cash & Carry were transferred to the temporary management of JSC UK Trading RUS. Later, the press service of Metro RBC explained the decision “the need to ensure the safety of employees, infrastructure and continuity of business processes.”.
On September 17, the Russian subsidiary Auchan, Auchan LLC, and Lemana PRO were transferred to the temporary management of L.E.V. Management. The companies also transferred 100% of the shares of Nestlé Russia LLC and FM Logistic to temporary management.
The new General Director of “Ashana” in Russia was Ilya Berdnikov. The general director of Le Monlid LLC, the legal entity managing the Lemana PRO network, was Denis Isayev. FM Logistic was headed by Evgeny Nenashev.
