The Prosecutor General’s Office appealed against the decision of the Arbitration Court of St. Petersburg and the Leningrad Region, which refused to satisfy the lawsuit against the Chairman of the Board of Directors of the St. Petersburg Oil Terminal (PNT) Elena Vasilyeva, her spouse and former shareholder of the company Sergey Vasilyev and the Cyprus Mobalko Holdings Limited. The appeal came to the court on October 5, drew the attention of RBC.

The lawsuit was dismissed on September 11. The Prosecutor General’s Office in the lawsuit indicated that the defendants committed a series of illegal actions: they transferred property free of charge, presented securities, made a decision at a meeting of PNT shareholders, which was illegal. The essence of the claim is to recognize transactions as void, that is, legally never existed (invalid from the moment of conclusion). After the suit, the court seized 45% of the shares of PNT owned by Elena Vasilyeva, and 4 billion rubles. dividends received on them.

RBC sent a request to the Prosecutor General’s Office and PNT.

The lawyer of the Vasiliev family, Dmitry Oktysyuk, told RBC that the shares passed into Russian jurisdiction “in strict accordance with the law”, and ownership of shares through a foreign company, he claims, did not mean the presence of foreign control. All 4,538 PNT shares, which make up 45% of the company and are registered with Elena Vasilyeva, remain under arrest, Oktysyuk said.

The St. Petersburg Oil Terminal was opened in 1996 on the site of the Petroleum District of the Leningrad port. This is the largest Russian terminal for transshipment of petroleum products in the Baltic region, as well as the largest stevedoring company of the Big Port of St. Petersburg.

Mobalko Holding Ltd. owned a 50% stake in PNT. In May 2022, the Cyprus company donated this share to its beneficiary Sergey Vasiliev. In December 2022, he transferred the business to his wife, Elena Vasilyeva, who became the chairman of the board of directors of the terminal.

The lawsuit is a continuation of the dispute over the ownership of the terminal. The state received 55% of the PNT following the consideration of the claim of the Prosecutor General’s Office against the family of another terminal founder, Dmitry Skigin. The reason for the seizure was the presence of the heirs of Skigin foreign citizenship: brothers Mikhail and Evgeny Skigin are citizens of Germany, and their sister Polina Skigina is a citizen of France. The Arbitration Court of St. Petersburg and Leningrad region satisfied the requirements of the department in April 2025.

55% of the shares of the St. Petersburg oil terminal, or 5,546 shares, received Rosimushchestvo.
