You can not separate the state and business, said the head of Sberbank German Gref during the plenary session of the forum “Digital solutions”, answering a question about the competition of the state and business in the digital environment.

“When we speak of public services, we speak primarily of the state apparatus. And the state apparatus can be effective or not very effective. And if we talk about the efficiency of states in general, then, of course, the effectiveness of states is a derivative of business. No state in the world and in no period of its existence could compete in efficiency with the commercial sector. The state has always been an innovator, not the other way around, Gref said.

In his opinion, the connections between business and the state should be seamless. As an example, when such seamlessness is absent, he cited 24-hour delays in notifications of fines on State Services despite the fact that they have already been paid in Sber.

Deputy Prime Minister Dmitry Grigorenko agreed that “business is part of the state”, so “the better business, the better the state”. He noted that there is some competition in the quality of products and business will always be a little faster than the state in terms of commissioning services. At the same time, according to him, citizens, using “business services”, through the same “public services” transmit information to the state about what is convenient for them.
