The service was created by the Ministry of Digital Services on the basis of the Unified System of Regulatory Reference Information (ESNSI). It combines data from nine state information systems and allows you to get information from them in one place. In total, according to the law “On platform economy”, which came into force on October 1, operators need to compare goods cards with 12 systems. The Unified Digital Service collects data from nine systems. The other three platforms need to be joined separately.
“Now, market place operators will be able to receive reliable information from state registers in one place, which should significantly simplify and speed up the inspection of goods,” said Maxim Kolesnikov, First Deputy Minister of Economic Development of Russia.
The service already has information from the registers of registered EAEU medicines, pesticides and agrochemicals, as well as systems in the field of accreditation and control over the circulation of precious metals. In the near future, it is planned to add data from the Unified Register of Trademarks of Rospatent, the report says.
“The unified digital service allows platform operators to obtain the necessary information from state information systems in the “one window” mode, without accessing each registry separately,” Grigorenko said. According to him, operators of state systems are obliged to ensure the completeness, relevance and reliability of data.
The decree enters into force on the date of official publication. After 90 days, the service will be mandatory. This period is given to platform operators and state registries to set up the exchange of information. Direct interaction with registries and verification of publicly available information will continue as backup methods.
Platforms are required to check the cards before they are placed, it said. In particular, they should not allow the sale of unregistered medicines, medical devices, dietary supplements, pesticides and agrochemicals. Information on confirmation of conformity, state registration and marking of goods are also subject to verification.
