FAS proposed to take into account in the tariff the protection of electric networks from “weapons of destruction”
In May, the deputy energy minister said that about 2,000 energy facilities were damaged in Russia during the autumn-winter period. The FAS later added that the changes will not affect electricity tariffs for the population

The Federal Antimonopoly service (FAS) proposed to take into account in electricity tariffs security costs, follows from the draft published on the federal portal of draft regulatory legal acts.
In particular, it is proposed to amend the order of the Federal Tax Service of Russia, developed, in particular, by government decree of 04.07.2026 No. 844 “On the peculiarities of applying the provisions of the legislation of the Russian Federation on the electric power industry”. This resolution, according to the FAS in the explanatory note, “in the Pricing Basics introduced rules on accounting in tariffs for electricity transmission costs for the safety of power grid facilities and personnel, as well as the cost of restoring power grid facilities after damage caused by acts of illegal interference, including actually incurred in the regulatory periods corresponding to 2022-2025 years inclusive.”.
As follows from the explanatory note, the amendments propose to include in the order of the FTS “the list of uncontrolled expenses of network organizations” the following items:
expenses “for the formation of a reserve for doubtful debts and the costs of writing off bad debts in accordance with paragraph 30 of the Pricing Basics”; expenses “for providing means of protecting personnel from weapons of destruction and expenses for incentive payments to employees, costs for implementing measures to improve the protection of power grid facilities from weapons of destruction or sabotage, costs for the implementation of measures to restore power grid facilities after damage as a result of the impact of weapons or sabotage, not related to capital investments, as well as expenses for the implementation of these measures not taken into account in the approved or adjusted investment program of the network organization.”.
The draft order also provides for changes in methodological recommendations for calculating tariffs for electricity transmission services, established using the method of long-term indexation of the required gross revenue. In them, the department proposes to take into account the costs of implementing measures “to increase the protection of electric grid facilities from weapons of destruction or sabotage.” Among them are: the creation of protective structures of civil defense, structures for the protection of equipment, the organization of paramilitary protection of facilities, as well as the purchase of special means, including means of detecting and countering unmanned vehicles, special equipment and the cost of restoring “electric grid facilities after damage”.
FAS notes that the implementation of the provisions envisaged by the draft order will not entail negative socio-economic, financial and other consequences for business and other economic entities.
According to the Ministry, the changes will not affect electricity tariffs for the population. They, as before, will be set taking into account all the limitations of the marginal fee indices. FAS Russia emphasizes that the changes will not affect electricity tariffs for the population. They, as before, will be established taking into account all the limitations of the marginal indices of payment of citizens, — said the Agency (quoted by TASS).
At the end of May, Deputy Energy Minister Yevgeny Grabchak said that over the autumn-winter period in Russia, about 2,000 external impacts on energy facilities were recorded, which is twice as much as a year earlier. According to him, as a result of attacks, accidents and adverse weather conditions, about 8.5 GW of generating capacity was damaged or disabled.
