The Federal Antimonopoly Service proposed to include the cost of security of power grid facilities and personnel and the restoration of facilities after damage due to “acts of illegal interference” in the list of uncontrolled expenses of power grid companies. Electricity tariffs for the population will not be affected. The draft order is published on the portal of legal acts.
The document clarifies the list of uncontrolled costs, including those that go to ensure the safety of these facilities and their personnel from “weapons of destruction”, which are subject to inclusion in the required gross revenue (GRP) – an indicator that is used in calculating the tariff for electricity transmission. It is proposed to include actual costs for 2022-2025, which can be divided into three long-term regulatory periods.
FAS Russia emphasizes that the changes will not affect electricity tariffs for the population. They, as before, will be established taking into account all the restrictions of the marginal indices of payment of citizens, the FAS assured. Heads of regions will be able to support network organizations, for example, through subsidies.
In the autumn-winter period of 2025-2026, about 8.5 GW of capacities in Russia were damaged or put out of action due to “external impact”, said Deputy Energy Minister Yevgeny Grabchak.
