The Federal Antimonopoly Service (FAS) proposed to delineate the activities of operators of mining infrastructure. Companies may be prohibited to simultaneously engage in dispatching management and transmission of electricity, its purchase and sale and production, as well as mining and be the operator of such infrastructure. The relevant bill is published on the portal regulation.gov.ru.
The Bill should supplement existing legislation which does not permit the combination of electricity transmission and management activities with energy production or marketing activities. Separately, it is forbidden to combine cryptocurrency mining with these types of activities. The FAS explained that the bill is designed to increase the reliability of the power system and improve the transparency of control over “gray” mining. The adoption of the document will not affect the determination of electricity prices, tariffs will still be set taking into account limit limits.
Miners account for about 2% of all electricity in Russia, or 16 billion kWh per year, said the Director of the Association of industrial mining Sergey Bezdelov. According to the estimates of the System Operator, the capacity of miners and data centers connected to networks increased by 33% in 2025 to 4 GW. By 2030, the need for data center capacity in Russia may be about 15 GW, said Deputy Energy Minister Eduard Sheremettsev.
