Cool: enlarged farms require some adjustment in terms of management structure

Issues of the organizational structure of enlarged farms, logistics of the use of energy-saturated equipment, the timing of winter sowing and ongoing field work became the main during a conference call with the participation of the Head of the Presidential Administration Dmitry Krutoy in the Chaussky District Executive Committee. The meeting, which was also attended by Assistant to the President – Inspector for Mogilev region Nadezhda Kotkovets, First Deputy Chairman of the Mogilev Regional Executive Committee Sergey Savitsky, chairmen of the district executive committees, was devoted to discussing the situation in the agro-industrial complex of the Mogilev region, as well as the results of the work of agricultural enterprises for the first half of the year. The agenda was also formed taking into account the recent working visit of the President to Shklovsky district and the protocol of instructions signed on its results. After the visit of the President of Govyady-Agro OJSC to Shklovsky district, in addition to technical events held in this agricultural organization, a number of systemic issues were raised. One of them, Dmitry Krutoy stressed, is related to the management structure. In such organizations, which at one time were created as a result of the merger of a number of former collective farms, a not very clear management vertical was built:

The agricultural enterprise is scattered on the territory, in this case, Shklovsky district, at a distance of 50-60 kilometers in different directions. And here is missing one important element – the head of the site, who would directly on the spot to control the progress of crop and livestock work. Yes, the system of dairy complexes, which we are implementing not the first five-year plan, and by 2030, in particular in the Mogilev region, as a whole, should be completed, is a closed system. In the region, about 80 percent of milk is produced on such dairy complexes. Within the framework of one complex, we correctly build the technological cycle in order to get the necessary productivity and ultimately the right economy and finance. But what is happening around the complex, directly in the farm itself, requires a certain organizational adjustment.

The work that is currently being carried out in the Shklov district executive committee should be carried out in other areas. In each of them there are large farms. Dmitry Krutoy stressed that now we need to look at their structure and management system. And if a general decision is made in this direction, then the experience will need to be scaled up to the entire Mogilev region.

Another issue that was raised at the meeting is the effective placement of mehdvors and sites where equipment is stored. Dmitry Krutoy emphasized the importance of logistically correct use of equipment:

- It is important that we do not chase equipment for 50-60 kilometers, that there is an effective load, that the equipment, especially energy-saturated, was assigned to the machine with the appropriate output, so that each field we have a passport in electronic form, in paper form. This passport would have the signatures of all responsible officials. And having taken this passport, it would be possible later, at the stage of harvesting, to see what parameters were laid and what eventually turned out. And there was no collective irresponsibility when there was no one to ask.

As an example of shortcomings, Dmitry Krutoy cited the situation with winter rapeseed. So, in general, the region in this culture worked well, collecting 180 thousand tons, many areas showed yields at the level of country leaders. However, some farms received 5-8 centners, below the natural yield. A field passport with the signatures of responsible persons would eliminate unnecessary red tape in determining the causes of defects.

The head of the Presidential Administration also outlined the deadline for the completion of winter sowing on October 1. He added that with all the necessary conditions, including fertilizers and a new centralized supply system, the backlog was due to organizational reasons.

- Today, absolutely all conditions have been created to carry out these works on time. The issue of fertilizers has been solved like never before, Dmitry Krutoy noted.
