The recent visit of the President to Shklovsky district revealed systemic issues in the agro-industrial complex, typical for the entire Mogilev region. The management structure of enlarged farms, localization of mehdvors and logistics of energy-saturated equipment – these and other topics were discussed at a meeting in the Chaussky District Executive Committee with the participation of the Head of the Presidential Administration Dmitry Krutoy.

Dmitri Krutoy. The first topic that Dmitry Krutoy outlined is the improvement of the management structure of agricultural organizations. In the region, as well as in the whole republic, there was a campaign to consolidate farms: some weak ones with lands and a production base were attached to lighthouses in a particular area. This required a change in the management structure, the Head of the Presidential Administration emphasized: The communication between machine operators, people who work in the field, and heads of the combined economy has become unstable and non-specific. The middle link has disappeared - conditionally it can be called the heads of precincts. A large farm requires daily attention to the entire range of agricultural work. Daily control, which would be provided by the heads of precincts, would allow without large financial and other costs to dramatically improve the efficiency of the organization. The first results of the work carried out in this direction in the Shklovsky district will be reported to the President by November. Dmitry Krutoy instructed all chairmen of district executive committees, where there are enlarged farms, to study the issue in order to further extend such practice to the entire Mogilev region.
The second systemic aspect is mehdvors and logistics to them. Taking into account the scarcity, complexity of energy-saturated equipment, the territorial location of this element of the economy is very significant, Dmitry Krutoy noted:
- It is important that we do not drive the equipment for 50-60 kilometers, that there is an effective load, that the equipment, especially energy-saturated, were assigned to the machine with the appropriate output, so that each field we have a passport in electronic form, paper. This passport had the signatures of all responsible officials. And, having taken this passport, it would be possible later, at the stage of harvesting, to see what parameters were laid and what eventually turned out.

In the Mogilev region and in the whole republic, there is a steady output to record for modern history indicators of yields of grain, rapeseed, corn, sugar beet and potatoes. It is necessary to maintain this level further, the Head of the Presidential Administration believes:
- Maintaining this level is important in weekly routine work. Unless a clear vertical is built at the level of large farms, on which the overall result depends by 75 percent, we will not be able to restructure all work on a systematic basis. Taking into account that agriculture has already achieved good indicators, exports amount to more than $ 10 billion, there are results in crop production, as well as progress in animal husbandry, the issue of the level of subsidization of the industry is being reviewed. In such conditions, the state can allocate resources more efficiently, directing them also to the social sector and investment projects. “Agrarians will have these pillars of support: fuel, fertilizers and preferential lending for the purchase of energy-saturated equipment,” said Dmitry Krutoy. And the issues of plant protection products, seed purchases, growth regulators, more local things should be solved at the level of specific areas, not even the region.

In the regions, a large-scale investment program to modernize infrastructure at livestock facilities is being completed. In particular, modern dispensaries for young animals, laid down under new projects, have already been practically built. All final defects at the facilities should be completely eliminated by October 1. At the same time, the next important step remains on the agenda - the gradual replacement of old wooden buildings for calves, which are still preserved in some farms, the Head of the Presidential Administration emphasized:
- It is necessary to resolve this issue by December 1, so that the situation that happened in January-February of this year does not happen again. All our calves must be kept according to age groups, under normal conditions, we can no longer allow non-production cases.
The work in the Chaussky district, which in the past few years has shown weak results in the field of animal husbandry, needs a radical restructuring, Dmitry Krutoy emphasized:
- We listened to the strategy for each farm. The outlook for the area is good. We see examples when large producers receive chow fields for their feed base and during the year begin to show completely different results, achieving a yield of 70-80 centners per hectare. We understand that the potential here is enormous, the logistics are normal. The deadline for bringing the Chaussky district in order is 2027.
