Energy companies' safety costs may be included in revenue

The Federal Antimonopoly Service has prepared a draft order clarifying the list of uncontrolled expenses of electric grid companies. The document was published on the federal portal of draft normative legal acts.

FAS proposes to include in the necessary gross revenue of network organizations the costs of ensuring the security of electricity facilities and employees. It is also expected to take into account the cost of restoring facilities damaged by acts of unlawful interference.

Gross revenue required is the amount of funds required by a regulated company to meet reasonable expenses. The parameter is used when setting tariffs for electricity transmission services.

The project takes into account not only future costs, but also actual costs incurred by electric grid organizations in 2022-2025. These amounts are proposed to be distributed over three long-term tariff regulation periods.

The issue of financing the protection of energy infrastructure was discussed in mid-September at a conference of energy producers. Member of the Board of the Russian Union of Industrialists and Entrepreneurs Vladimir Rashevsky presented a proposal to include in the price of competitive power withdrawal a special allowance for the protection of objects from drones.

In the spring of 2026, Deputy Minister of Energy Yevgeny Grabchak reported that during the autumn-winter period of 2025-2026, about 8.5 GW of energy capacities were damaged or disabled due to external influence. According to him, during this period, about two thousand such effects were recorded - twice as many as a year earlier.

The draft order also affects other items of expenses of network companies. The FAS proposes to take into account the costs of creating reserves for doubtful debts and writing off debts recognized as hopeless.

The document also provides for the possibility to include in the calculation of the required gross revenue profit allocated to capital investments, and own funds of companies used to finance investment programs. At the same time, the procedure for determining the rate of return on invested capital is specified.

In addition, the NVB of electric grid organizations is proposed to take into account the cost of maintaining electricity storage systems. The draft order must pass the stipulated procedures for discussion and consideration.
