Khusnullin: KRT projects change the face of cities and improve the quality of the environment

Since 2021, about 5.5 million square meters of real estate have been commissioned in Russia for integrated development projects, and since the beginning of 2026 - more than 1 million square meters of housing. By 2030, such projects should account for 10% of the total volume of housing commissioning in the country, said Deputy Prime Minister Marat Khusnullin.
The KRT mechanism provides for the construction of housing and social, transport and communal infrastructure, as well as the resettlement of residents of emergency houses. Khusnullin noted that this work is carried out within the framework of the national project “Infrastructure for Life”. According to him, integrated development allows us to update cities consistently, create infrastructure together with housing and reduce chaotic spot development.
Such projects help to set a new standard of living. Currently, 1,558 KRT projects with a total area of more than 30 thousand hectares are being implemented in 81 regions. Their urban development potential is about 229 million square meters of real estate, including more than 171 million square meters of housing.
The program operator, the Territorial Development Fund, partially compensates developers for the costs of resettling emergency housing within the framework of KRT projects. Director General of the Fund Vasily Kupyzin said that the resettlement of uninhabitable housing is conducted in 37 regions. Thanks to this work, “about 26.88 thousand people were able to improve their living conditions”, and the total area of resettled houses reached 465.66 thousand square meters.
The CTB projects also make it possible to bring into circulation unused or inefficiently used land and create modern urban neighborhoods in their place.
In Crimea, the KRT mechanism is actively used to update the urban environment. As of October 2025, 14 projects of integrated development of territories were implemented in the republic, including one federal one. Five projects in the Simferopol district, two in the Crimean capital, three each in Alushta and Yalta, another in the Golubinsky rural settlement of the Bakhchisarai district.
The largest project in terms of area is in the Nikolaevsky rural settlement of Simferopol district, where 825 hectares will be built. The federal project is being implemented in the village of Greetings near Alushta.
In Sevastopol, within the framework of the national project “Infrastructure for Life”, 34 apartment buildings with a total area of 297 thousand square meters are being built. New quarters are being built according to the mechanism of the KRT with the simultaneous equipping of districts with roads, schools, kindergartens and engineering communications.
The practice of resettling emergency housing within the CTB is also increasing. In the Southern Federal District, 130 KRT projects are being implemented, another 159 are under development. Developers engaged in the resettlement of emergency housing under the KRT program can count on partial compensation of expenses from the Territorial Development Fund.
Since the beginning of 2026, 764,000 square meters of housing have been introduced in Crimea, about 60% of the annual plan. In parallel, the resettlement of residents from emergency houses continues. The program for 2025-2026 provides for the resettlement of 178 people from 71 residential premises, the program for 2026-2027 is designed for 333 people.
