Interregional gang established a channel of illegal migration in the Ivanovo region
The Federal Security Service, in cooperation with the Ministry of Internal Affairs, revealed a large-scale scheme for legalizing illegal migrants and embezzling budget funds

The Federal Security Service, in cooperation with the Ministry of Internal Affairs, revealed a large-scale scheme for the legalization of illegal migrants and the embezzlement of budget funds. The activities of the criminal community covered four regions, including the Ivanovo region, as well as the Perm Territory, Rostov and Novgorod regions.
According to the Center for Public Relations of the FSB, the organizers were the heads of a garment enterprise in the city of Mines of the Rostov region. They colluded with legal entities from other regions to issue fictitious invitations. Foreign nationals from the Asia-Pacific region and the Middle East were issued visas of highly qualified specialists for the false purpose of the visit.
“The receiving party did not fulfill its duties, which allowed foreigners to move uncontrollably around Russia or use it for transit to European countries,” said the official representative of the Ministry of Internal Affairs of Russia Irina Volk.
The financial scheme was to overstate the cost of contracts: the salary of “specialists” was announced at 250 thousand rubles, while in fact the employees received about 60 thousand rubles. In 2025, the activities of the group were stopped.
More than 130 criminal cases were initiated, including 23 defendants charged under the article “Organization of a criminal community” (Article 210 of the Criminal Code of the Russian Federation). 21 people are in custody, two are under house arrest.
