Investigators of the UCK in the Minsk region completed the investigation of a criminal case on violation of traffic rules and operation of vehicles, which entailed causing serious and less serious bodily harm to four citizens. As told in the UK, on the evening of July 26 last year, unauthorized street races took place near the village of Veliky Bykov of the Slutsk district. During the final race, a 32-year-old local resident, driving a Range Rover SUV, decided to compete in speed with her husband, who was driving a Subaru Impreza car.
“After the finish, the foreign cars turned around to return to the starting position. However, if the driver of the passenger car smoothly reset speed, the SUV under the control of a woman continued to move at a speed of at least 100 kilometers per hour (at the permitted 90 kilometers per hour), – said the Agency.
According to the investigation, the accused saw a crowd of people and cars ahead, but did not take measures to stop. At high speed, she collided with her husband's car, after which the Range Rover shifted to the right side of the road. There, the SUV hit three pedestrians, and then rammed a parked Volkswagen Golf car, in the cabin of which there was a passenger. From a powerful blow, the German passenger was thrown into a ditch.
Among the pedestrians hit by the wheels was a married couple. Citizens stopped by the road due to congestion and walked along the side of the road to find out the cause. Making sure that there was no accident ahead, they returned to their car and at the time of the collision were with their backs to the approaching SUV.
In order to establish all the circumstances of the incident, the investigative and operational team left the place. During the inspection, the road situation and location of objects were recorded, a diagram was drawn up, a photograph was taken. Investigators identified and questioned the victims and eyewitnesses, seized video recordings depicting the collision and the consequences of the accident. Investigative experiments were carried out, forensic and autotechnical examinations were appointed.
During the investigation, it turned out that the Range Rover brake system had a technical malfunction: it rusted the metal pipe of the rear left wheel. However, the forensic autotechnical examination showed that even in the presence of this malfunction, the driver had the technical ability to stop in a timely manner and avoid a collision, if he observed the speed limit and pressed the brake pedal in time. The Subaru car, according to experts, was in good condition.
Forensic medical studies have established the severity of injuries of victims:
18-year-old resident of Soligorsk suffered serious injuries;
the couple suffered less serious bodily injuries that resulted in a long-term health disorder;
The damage to the passenger of the Volkswagen Golf was assessed as severe on the basis of indelible disfigurement of the face.
The accused herself during the investigation claimed that at the time of movement, the brake pedal “failed”, because of which she allegedly deliberately went to the ram of her husband’s car, trying to stop the uncontrolled SUV.
When studying the identity of the defendant, it was established that at the time of the accident, the woman had no criminal record, but had previously been repeatedly brought to administrative responsibility for violations of traffic rules.
The actions of a 32-year-old resident of the Slutsk district are qualified under Part 2 of Art. 317 of the Criminal Code of the Republic of Belarus - a violation of traffic rules and the operation of vehicles by a person driving a vehicle, which entailed, through negligence, causing serious and less serious bodily harm. The criminal case was transferred to the prosecutor for referral to the court.
