SK detained the former head of Otradnensky district Andrey Volnenko on suspicion of abuse of power

In the Otradnensky district, the former head of the municipality Andrei Volnenko is suspected of exceeding official powers - he was detained by law enforcement officers.

The criminal case was initiated by the Novokuban Interdistrict Investigation Department of the TFR in the Krasnodar Territory. The former head of the Otradno district is suspected of a crime under Part 2 of Art. 286 of the Criminal Code of the Russian Federation.

The investigation believes that while serving as the head of the Otradnensky district, Volnenko in the period from January 2024 to December 2025 used his official position in the interests of a commercial organization owned by his relative. The company received municipal contracts for the repair of electrical equipment in budgetary institutions — while the work was paid at an inflated cost, and mandatory competitive procedures were not conducted, according to the materials of the case.

The damage to the budget of the Otradno district, according to the investigation, exceeded 8.2 million rubles.

At the same time, the case against the relative of the former head is being investigated - he is accused of fraud (Part 3 of Art. 159 of the Criminal Code of the Russian Federation). At the request of the investigator, the man is in custody.

Now detained and the former head of the Otradno district. Law enforcement officers conducted searches at the place of his registration, as well as at the acquaintances of the defendant – items important for the investigation were seized.

In the near future, the investigation plans to apply to the court with a petition to detain the former head in custody. The investigation continues: investigators collect evidence and establish all the details of the scheme, the press service of the SU IC of the Russian Federation in the Krasnodar Territory reports.

Andrey Volnenko headed the Otradnensky district for more than 20 years - from August 2005 to June 2026.
