In Kostroma, the director of the MUP will appear in court for the theft of 3.5 million rubles

In Kostroma completed the investigation of a large-scale criminal case on corruption in the housing sector.

The head of the city municipal enterprise will appear before the court, who for a year and a half (since June 2023) systematically withdrew budget funds through the overhaul of heat networks.

The mechanism of theft was based on the manipulation of design and estimate documentation. The accused deliberately introduced duplicate technological processes in municipal contracts and acts of work performed under the guise of additional prices. This made it possible to artificially inflate the value of contracts under which contractors were transferred money for actually unfulfilled or already paid work.

At the same time, the contracts were used to legalize funds: they became the formal basis for granting the MUP a budget subsidy under the regional program. The total damage from the actions of the attacker amounted to more than 3.5 million rubles.

Financial fraud was revealed during the joint operation of the Ministry of Internal Affairs (UEBiPK) and the regional management of the FSB. Investigators SU MIA managed to prove episodes of fraud and embezzlement using official position. In the near future, the court will determine the degree of guilt of the former utility worker, who is charged with articles providing for up to 10 years in prison.
