In the center of the story is a woman, a disabled group III, who from birth suffers from a severe chronic disease of the bronchopulmonary system. Her condition requires constant treatment.
The medical commission and the board, having studied her case, unanimously appointed specific targeted therapy. This is not an experimental drug, but an officially registered drug in Russia, which is included in clinical recommendations and is necessary for her on an outpatient basis so that the condition does not worsen. It is important that the patient did not refuse a set of social services, that is, legally had the full right to state support.
However, in practice, the woman faced a blank wall. The clinic did not issue a prescription, and the regional health department did not organize the purchase.
Not finding justice in the offices, Volgograd appealed to the court. The Dzerzhinsky District Court examined the case in detail and concluded that the actions of the medical institution and the relevant department violated its legal right to medical care.
The result of the proceedings was a clear decision: the clinic was ordered to give the woman a prescription, and the health committee - to organize her free provision of this medicine. And not once, but on an ongoing basis - until the therapy is canceled or replaced.
In addition, the department is obliged to eliminate the systemic reasons for which such failures became possible at all.
The court decision has not yet entered into force and can be appealed. However, for the patient herself, this is already a victory - a victory over illness, indifference and a bureaucratic machine that failed at the most critical moment.
