“Employees of enforcement bodies in order to identify vehicles of debtors use mobile hardware and software complexes similar in functionality to the Harpoon complex, allowing to automatically recognize the vehicles of debtors in the flow of traffic and inform the bailiff-executor about this,” the report says.
The work of such complexes is based on the technology of recognition of car numbers. A special video camera is installed on the side of the road, automatically scans the numbers of cars in the traffic flow and checks them using the FSSP database.
In the Novgorod region, bailiffs together with the traffic police checked cars for unpaid fines, alimony debts, taxes and loans. With the help of the “Road bailiff” and “Web” complexes, they read the numbers of cars and immediately received information about debts.
As a result, 60 cars were arrested, nine of them were sent to a special parking lot. The bailiffs recovered 1.3 million rubles.
In Engels, Saratov region, bailiffs together with the traffic police conducted a similar raid using the Cyber Sheriff system.
The FSSP also uses automation to work with debtors. In 2023, the agency for the first time initiated enforcement proceedings without the participation of the bailiff – the decision was made by the information system. Separate recovery measures, including the seizure of property, can also be applied automatically.
