The authorities proposed to simplify the mechanism of accounting for the death of Russians abroad
Information on the death of adult Russians abroad is proposed to be entered in the USR registry office on the basis of data from other persons or competent authorities of foreign countries. If adopted, the law will enter into force in January 2028
The government submitted to the State Duma a bill that involves the inclusion in the Unified State Register of Civil Status Records (EGR registry office) of information about the death of adult Russians abroad received from other persons or from the competent authorities of these countries. The project card is placed in the database of the lower house of parliament.
As noted in the explanatory note, the current procedure does not provide for the possibility to send to the registry office information on the registration of the death of a capable adult Russian abroad.
According to the initiative, Russians and foreign citizens will be able to send documented information about the death to the registry office or consulate. You can apply to any registry office - not only at the place of residence.
In determining the circle of persons who can send this information, the government was guided by the procedure for registering death in Russia. According to it, death can be reported, in particular, the spouse, other family members, as well as any person who was present at the death or otherwise received information about it.
If adopted, the law will enter into force on January 1, 2028. The government explained the need to finalize the information systems of the USR registry office, the Ministry of Foreign Affairs and consular institutions and ensure interdepartmental electronic interaction.
In June, the Minister of Justice Konstantin Chuichenko said that the department is working on the transition to the registry model of the registry office, which will allow to abandon the use of certificates in favor of the details of the act records.
In Russia, from March 1, 2022, began to issue medical death certificates in electronic format. The corresponding resolution was signed by Prime Minister Mikhail Mishustin. Data on the causes of death medical organizations enter into the health information system (EGISZ), then they are received in the USR ZAGS, Rosstat and other departments.
