In the state Duma proposed to abandon the introduction of fines for dangerous driving

The State Duma Committee on Criminal and Administrative Legislation recommended rejecting the bill providing for administrative liability for dangerous driving.

The initiative, which involved fines of 3-5 thousand rubles and deprivation of rights for up to three months, will be considered in the lower house of parliament on November 12.

The corresponding bill on fines was adopted by the State Duma on October 1, 2024. The main reason for the recommendation to reject it was the inability to develop uniform criteria for the offense, there are “elements of legal uncertainty”.

According to lawmakers, the current wording in the approved traffic rules is too vague, which does not allow to clearly distinguish dangerous maneuvering from standard driving style. In the absence of clear parameters, the Interior Ministry will not be able to apply sanctions without the risk of abuse.

In addition, the Committee noted that the proposed measures, in particular the deprivation of driving licenses, are excessive.

“In addition, from January 1, 2025, the Federal law came into force ... significantly increased administrative fines for a number of administrative offenses in the field of road traffic”, – stated in the conclusion of the Committee.

The term “dangerous driving” entered Russian law in 2016. It, in particular, implied the refusal to give way to a vehicle that has a preferential right of movement, as well as restructuring during heavy traffic, when all lanes are occupied.

In addition, the concept of dangerous driving includes a violation of a safe distance to the vehicle moving in front, non-compliance with the lateral interval, sharp braking, if it is not required to prevent an accident, and obstruction of overtaking.

In late October, the government approved tougher penalties for driving without a license or with an expired license. The initial fine will increase to 15-30 thousand rubles, for repeated violation the fine - from 30 thousand to 50 thousand rubles. For repeated violations, the discount on payment of the fine in the first 30 days will be canceled.
