Russians will be able to put a self-ban on calls from abroad from March 1, 2027
From March 1, 2027, Russians will be able to impose a ban on incoming phone calls that come from the networks of foreign operators.

From March 1, 2027, Russians will be able to impose a ban on incoming phone calls that come from the networks of foreign operators. The relevant provisions are contained in the law on the second package of measures against telephone fraud, adopted by the State Duma on June 9, 2026.
If the ban is established, the operator is not entitled to miss such calls to the subscriber's equipment. The ban can be lifted only with a personal appeal to the MFC.
In addition, operators will be required to transmit to the subscriber’s phone information that the call is initiated from a foreign network. The timing, procedure, composition and format of such transfer will be determined by the government.
From March 1, 2027, the subscriber-individual will be able to terminate the contract with the operator in respect of the new number only 90 days after its allocation. If he makes such a statement earlier, the operator will suspend the services and will not charge a fee. Parents will be able to inform the operator about the transfer of the number to a child under the age of 18, the specific services for such rooms will be determined by the government.
In addition, telecom operators will be obliged to reimburse the customer if he transferred them to scammers after a call or message from a number that the operator was supposed to block. To do this, the conditions listed in the law must be met. In particular, a decision on the initiation of a criminal case and an appeal to the bank not later than 10 working days are needed.
The state Duma also adopted in the second and third, final reading a law that limits the total number of bank cards per person to 20, and also gives banks the right to limit suspicious payments.
Operators recorded a decrease in the number of calls from scammers in 2026. At the same time, experts note that the number of such calls may have decreased as fraudsters began to use new schemes of deception.
