The draft law "On Amendments to the Law of the Republic of Belarus "On Veterinary Activities" was considered and adopted in the first reading at the first session of the fourth session of the House of Representatives of the National Assembly of Belarus of the eighth convocation, the correspondent of the Minsk-Novosti agency reports.

The project is aimed at protecting state and public interests, life, health, rights and legitimate interests of citizens, the environment.
Member of the Permanent Commission on Agrarian Policy Elena Parkhimchik spoke about the main innovations. According to her, the terminology has been clarified, a new conceptual apparatus has been introduced. Terms such as “prevention”, “diagnostics”, “treatment of animal diseases”, “euthanasia”, “surgical manipulations not related to treatment” are explained.
The MP noted that the draft reflects two very important concepts. First, it’s a new term, “good clinical practice rules in veterinary medicine.”.
- The conditions under which manipulation of animals, treatment, diagnosis, preventive measures should take place are specified and clearly regulated. There will be general requirements for the material and technical base of veterinary clinics and hospitals. There will be requirements for the qualification and retraining of specialists who carry out veterinary activities, the parliamentarian explained.
She added that the Ministry of Agriculture and Food will develop and approve these rules. It also has the function of state supervision in the field of veterinary medicine. This will allow to discipline business entities, to comply with the requirements prescribed by the rules of clinical practice.
Second, the term “good pharmacy practice” has been replaced by “good pharmacy practice rules in veterinary medicine” in order to distinguish the meaning from the concept of “good pharmacy practice” used in health care legislation and to exclude their confusion.
Also, the draft law proposes to exclude the competence of the government to establish the procedure for the provision of veterinary services, including paid ones. At the same time, it is provided that they are in conditions that ensure compliance with the requirements of the rules of good clinical practice in veterinary medicine.
