Deputies of the regional council checked the investment programs of utilities in the Lipetsk region

Deputies of the Lipetsk Regional Council considered two control issues: how the regional program of capital repair of apartment buildings was carried out in 2025 and how heat and water supply enterprises implement their investment programs. This was reported in the regional parliament.

On the implementation of the overhaul program reported the Minister of housing and communal services of the Lipetsk region Nikita Putilin. According to him, in 2025, at the expense of funds at the account of the regional operator, work was carried out in 308 apartment buildings: 248 houses were repaired, another 60 were prepared design and estimate documentation. The total cost of the works exceeded 4 billion 175 million rubles, of which co-financing - more than one and a half billion. By types of work: roofs - 84, facades and foundations - 109, elevators - 241, as well as basements and engineering networks. The survey was conducted in 276 cases.

The chairman of the committee, Ekaterina Pinaeva, asked how people with limited mobility get to apartments while the elevator is being repaired in the house. Nikita Putilin said that the situation is under the control of the Ministry and each such resident work individually.

Deputy Ivan Kosilov noted that large funds are allocated from the budget for the restoration of facades, but the order of repairs should be revised. In his opinion, first you should put in order houses where the facades are destroyed and this worries residents, and not those where it is easier and more convenient for the contractor to work. As an example, he cited houses on Sviridov Street and Victory Avenue in Lipetsk. Deputy Sergey Tokarev handed over to the relevant department the appeal of residents of the house on Tsiolkovsky Street - they ask to postpone the overhaul to an earlier date.

The implementation of investment programs by natural monopolies in the field of heat supply, water supply and sanitation was reported by the Minister of Energy and Tariffs Mikhail Boev. In 2025, 18 such programs operated, more than 1 billion 399 million rubles were sent to them. This year, there are already 26 programs with a plan of more than 1 billion 653 million rubles; for nine months, more than 70% of the work was completed, the main volume falls on the fourth quarter.

Ekaterina Pinaeva asked how many blackouts there were exactly where repairs were made at the expense of these investments. Mikhail Boyev said that the number of incidents in the heat supply has halved and no accidents have been allowed. Deputy Roman Arzumanov proposed to discuss work plans for future years at the committee in order to determine the priorities of repairs in advance, and asked colleagues to include the relevant reports of relevant ministries in the meeting plans. As a result of the voting, control issues were noted.
