Kazakhstan changes the rules of entry for Russians: without a special permit will not be allowed
Kazakhstan begins phased introduction of electronic permit system for foreign citizens, including Russians

Kazakhstan has begun the phased introduction of a system of electronic permits for foreign citizens, including Russians. The document will be required for travelers from countries with a visa-free regime. It is necessary to submit an application through the QazETA portal not later than 72 hours before crossing the border.
The first stage of innovation started on November 1, 2026. The system began to operate at the international airport of Aktau and road checkpoints "Urlyutobe" in Pavlodar region, "Auchatty" in Zhambyl region, "Atameken" in Turkestan region and "Nurly Zhol" in Zhetysu region.
At the initial stage, the absence of an electronic permit will not be a reason for refusal of entry. Border guards will let foreigners through, while explaining to them the need to issue a document.
The next stages are scheduled for 2027. From January 1, the system will work at the airports of Astana and Almaty, and from March 1, it will spread to other border crossing points.
The transition period will last until the end of June 2027. Starting from July 1, a permit will be a prerequisite for entry. Foreigners who do not issue a document will be refused to cross the border.
You can get permission for free on the QazETA portal. It will be valid for six months. Russian citizens can stay in Kazakhstan for up to 90 days within each 180-day period. Some other states have shorter periods of stay.
Before the end of the permitted period, foreigners must leave Kazakhstan or issue an appropriate document for further residence: a temporary residence permit, a residence permit or a long-term visa.
The new requirements will affect not only Russians, but also citizens of the European Union, the United States and other countries that enjoy a visa-free regime with Kazakhstan. For foreigners who require a visa to visit the Republic, the current procedure for registration of entry will remain the same.
From July 1, 2027, a number of categories of foreigners will be exempt from obtaining electronic permits. These include children under the age of 16, people over the age of 65, drivers of international cargo and passenger transport, crew members of aircraft and ships, railway crews, diplomats and participants in official government delegations.
An exception is also provided for holders of accreditation certificates of the Ministry of Foreign Affairs of Kazakhstan, residence permits and temporary residence permits.
