Where to complain about noisy neighbors in Belarus: a step-by-step algorithm
Loud music, repairs at night and noisy companies can become the basis for contacting the police. We tell you where to complain about neighbors in Belarus, how to fix a violation and what fines are provided.

Loud music, renovations at night, noisy companies and constant barking of dogs can turn an apartment into a source of stress. In Belarus, administrative liability is provided for such situations, but you need to apply depending on the nature of the violation: for household noise at night – to the police, for problematic repairs or maintenance of animals – also to a housing organization.
What is considered a violation n
From 23:00 to 07:00, actions that disturb the peace of residents or create noise and vibration are prohibited. It’s not just about loud music. Violations may include:
- 1.loud speech and singing;
- 2.playing musical instruments;
- 3.carrying out household and repair works;
- 4.fireworks
- 5.manual loading and unloading operations;
- 6.sharp closing of doors;
- 7.noise from domestic animals;
- 8.other activities that interfere with the rest of the neighbors.
For violation of silence during this period, a fine of 2 to 10 base values is provided. In case of repeated violation, the penalty can be from 10 to 30 base values.
Separate rules apply to reconstruction and redevelopment work. Noisy work is prohibited on weekends and holidays, and on working days they can not be carried out from 19:00 to 09:00. For an individual, the fine is from 4 to 10 basic values, for an individual entrepreneur or a legal entity - from 5 to 25.
Step One: Try to negotiate
If the situation does not pose an immediate danger, you can first calmly talk to your neighbors. Sometimes a person does not realize how much the repair, music or barking of a dog is heard in another apartment.
It is better to explain specifically:
- 1.what kind of noise interferes;
- 2.at what time it takes place;
- 3.how it affects sleep, work or rest;
- 4.when you ask to stop the violation.
If the conversation does not help or neighbors behave aggressively, do not engage in conflict. In this case, proceed to fixing the violation and contacting the appropriate services.
Step two: fix the violation
It will be useful to apply:
- 1.date and time of each episode
- 2.description of the noise source;
- 3.videotape
- 4.witness data;
- 5.correspondence with neighbors;
- 6.copies of previous appeals;
- 7.information about the reaction of the police or housing organization.
Recording on the phone does not always confirm the noise level in terms of sanitary standards, but it helps to show that the violation was systematic and occurred at a specific time. It is important to save the original files and not edit them.
If the noise is related to redevelopment or construction work, specify what work is being carried out and at what time. If necessary, specialists of the service organization will be able to check compliance with the rules.
Step Three: Call the police at night noise
If neighbors make noise from 23:00 to 07:00, you need to contact the police. This applies to loud music, shouting, singing, noisy company, night repairs and other actions that disturb the peace of residents.
When you call, let me know:
- 1.exact address;
- 2.apartment number, if known;
- 3.nature of the noise;
- 4.time of initiation of the violation;
- 5.whether the noise continues at the time of treatment;
- 6.have there been such cases before.
Ask to register the application and provide its number. After the arrival of police officers, explain in detail the circumstances and, if necessary, point to witnesses. Protocols on violations of the rules for the use of residential premises are made by the police.
Step Four: Go to the HPP
The housing organization should be contacted if the problem is related to:
- 1.with repair and construction works;
- 2.redevelopment or reconstruction;
- 3.constant noise from engineering equipment;
- 4.improper maintenance of domestic animals;
- 5.it is necessary to check the condition of the premises or communications.
Complaints can be submitted in writing or through the provided electronic channels. In the application, specify the address, a description of the problem, the dates and time of violations, information about neighbors, if known, and a request for verification.
In practice, it is more useful to file a written complaint rather than an oral one, so that there is a confirmation of the appeal and it is possible to control the period of consideration.
Step Five: File a Collective Complaint
If the noise interferes with several residents, it is worth uniting. Collective appeal shows that the problem is not a personal conflict between two neighbors.
The complaint may state:
- 1.applicants' apartments;
- 2.the period during which the violation continues;
- 3.types of noise;
- 4.the time of its occurrence;
- 5.effects on occupants;
- 6.information about police calls;
- 7.request for verification and action.
The collective complaint has already helped to eliminate violations in the work of the competent services for the appeals of residents.
Step Six: Contact the Prosecutor’s Office
If appeals to the police or ZhPP have not yielded results, and the violation continues, you can contact the prosecutor's office. The complaint should state:
- 1.where and when did you go before;
- 2.what answers did you get;
- 3.why do you think the measures taken are insufficient;
- 4.what documents and evidence do you attach.
The prosecutor's office does not replace the police or housing organization, but can check the legality of their actions or omissions and demand the elimination of violations.
If the noise occurs at night, contact the police directly during the violation. If the problem is related to the repair, redevelopment or maintenance of animals, send a complaint to the ZPP. In case of systematic violations, record each case, file a collective appeal and save the responses of services.
The exact measures depend on the circumstances of the case: household noise, construction work, violation of sanitary requirements and possible danger to residents are considered under different procedures. Consult a lawyer if the situation lasts a long time, affects multiple occupants or involves illegal redevelopment.
