The reason is a strong southeast wind. It diverts water from the shore towards the Baltic Sea. In the west wind, the opposite happens: the water comes closer to land, and its level near the shore rises.
Due to the low tide, the stumps of an ancient forest appeared on the beach of Zelenogradsk, which grew here, estimated to be 300 years or more ago.
