The Prosecutor’s Office of the Stavropol Territory summed up the preliminary results of rule-making work for 2026. During the inspections, about 800 facts of non-compliance of regional and municipal regulatory legal acts with the provisions of laws having supreme legal force were revealed.
At the initiative of the supervisory authority, the authorities adopted more than 500 normative acts aimed at expanding and improving social guarantees for residents of the region.
In particular, changes were made to the regional legislation, according to which the participants of the SVO, members of their families, disabled people of the Great Patriotic War, former minor prisoners of concentration camps, ghettos and other places of forced detention received the right to a priority personal reception in the regional authorities.
In addition, after the intervention of the prosecutor's office, regional norms now allow to conclude a social contract for the creation of their case not only to persons living in the Stavropol region, but also to those who are temporarily in the territory of the region.
In total, more than 600 legislative initiatives of prosecutors were supported in the region. They concern the expansion of guarantees for defenders of the Fatherland, socially unprotected categories of citizens, as well as the improvement of regulation in the field of land use, urban planning, passenger transportation and other socially significant areas.
As examples, the department cited Petrovsky district, where, at the suggestion of the prosecutor's office, a one-time payment of 400 thousand rubles to persons who signed a contract for military service was established. And in Pyatigorsk, the initiative to create a program for the protection and rational use of the lands of the federal resort was supported.
More than 600 negative conclusions have been sent to the authorities of different levels for draft normative acts that contradict federal legislation and contain corruption factors. This led to the adoption of 155 illegal rules.
In particular, the adoption of amendments to the regional legislation infringing on the rights of family enterprises to receive equal support measures with other small businesses is not allowed.
