According to the federal portal "World Quarter", in the III quarter of 2026, the average price of a private house in the Penza region was 4,558,440 rubles. For the quarter, the object rose by 1.4%, but since the beginning of the year the price has decreased by 1.5%. This makes the Penza region one of the few regions where the annual dynamics in the segment of individual housing turned out to be negative: out of 85 territories examined, houses rose in price by 72, and fell only in 13. In terms of the average price, the region took 75th place, which reflects its position at the bottom of the all-Russian rating.
Against the background of the country, the Penza market looks noticeably weaker. The average house in Russia costs 7,870,659 rubles, for the third quarter it added 3.1%, and since the beginning of the year - 4.8%. Thus, quarterly growth in the Penza region was more than twice as modest as the average Russian, and the annual result went into the red with a nationwide plus. The gap in absolute price is also significant: the Penza indicator is about 42% below the national average. This is due to the structure of the local market, where a significant part of the supply is represented by houses in rural areas and small settlements, rather than expensive cottages in suburban areas of large agglomerations.
A good comparison with neighboring regions. In the Saratov region, an average house costs 5,697,694 rubles (+7.1% for the quarter and +5.9% since the beginning of the year), in the Ulyanovsk region - 5,001,490 rubles (+10.7% and +9.2%), in the Samara region - 7,502,571 rubles (+6.8% and +10.7%). In the Tambov region, the price is lower than Penza - 4,725,448 rubles, but the dynamics there is much more active: +15.9% for the quarter and +22.5% since the beginning of the year. In Mordovia, the average house costs 4,103,116 rubles, while the growth was +17.6% and +14.1%, respectively. The Penza region against this background is distinguished by sluggish price dynamics, and not by the level of prices as such.
The Russian context is also not conducive to acceleration. According to Pavel Lutsenko, the general director of “World Quarter”, interest in private houses in Russia decreased by 24% compared to last year, the supply increased by 17%, and the average area of the object on sale decreased to 110.2 square meters. The high summer season did not support prices even in the resort regions. In the Penza region, these trends are manifested in a milder form: quarterly growth was still positive, but it is not enough to reach a plus since the beginning of the year. Affected by limited solvent demand, expensive mortgages and caution buyers considering a country house as a second home.
Thus, the market of private houses in the Penza region in the third quarter showed stabilization rather than full growth. The low price makes the region accessible to the buyer, but the weak annual dynamics signals that demand remains restrained. To reverse the trend, a steady increase in incomes, easing of credit conditions and an increase in the attractiveness of the suburban format of life, especially in the suburbs of Penza, are needed. In the meantime, the local market is moving in the wake of the all-Russian slowdown, but with a more pronounced annual minus.
