Penza “secondary” in the III quarter of 2026 grew against the background of the all-Russian lull
The secondary housing market in Russia in the third quarter of 2026 showed predictable, but heterogeneous dynamics.

The secondary housing market in Russia in the third quarter of 2026 showed predictable, but heterogeneous dynamics. According to the analysis of the federal portal "World Quarter", in 62 of the 70 cities studied, the price per square meter increased, in 7 - fell. The average “square” in large cities rose by 3.6%, to 136,358 rubles, and the average cost of an apartment — by 4.5%, to 7.29 million rubles.
Penza in this ranking took 60th place out of 70. The price per square meter in the regional center for the quarter added 3.9%, reaching 102 628 rubles, which corresponds to the average Russian pace. The cost of an average apartment increased by 3.7%, to 5,516,929 rubles. For comparison: in Moscow, the “square” costs 443 247 rubles, in St. Petersburg – 275 109, and in neighboring Saratov – 114 501 rubles.
The key feature of the Penza market is its moderation. Unlike Bryansk (+9.2%), Kirov (+8.1%) or Tver (+8.1%), where secondary housing has risen significantly above the average, Penza shows restrained growth. This is due to the low basic cost of housing and modest incomes of the population: the average income of buyers of secondary housing in the region is about 72 thousand rubles per month – one of the lowest indicators in the Volga Federal District.
It is the availability that makes the Penza “secondary” attractive. According to Domklik, the average price per square meter in the secondary market of the region is 85.1 thousand rubles - one of the lowest indicators among the subjects of the Volga Federal District. Cheaper finished housing only in the Orenburg region. At the same time, for the year, secondary real estate in the region rose by 7.4%, which is lower than the Russian average of 9.4%.
One of the main trends of 2026 is the flow of consumer interest from the primary to the secondary market. After the change in the conditions of the family mortgage, the demand for new buildings has not recovered, while ready-made housing benefits from a lower starting cost and the possibility of settling immediately after purchase.
In May 2026, Penza entered the top five cities in terms of the rise in the price of secondary housing: the cost per square meter increased by 1.4%, while the national average growth was only 0.2%. However, by August, the dynamics slowed down - the seasonal decline in business activity and the wait-and-see position of buyers, counting on lower mortgage rates, affected.
Despite moderate growth, the Penza market faces a serious challenge – low purchasing power. In the summer of 2026, 58% of the 1.2 million square meters of housing sold in the Penza region were not bought. High mortgage rates (from 18.99% per annum for secondary housing) remain the main barrier for potential buyers.
Analysts predict that by the end of the year the “square” in Penza will be fixed in the range of 100-102 thousand rubles in the absence of macroeconomic shocks. By the end of 2026, the growth of prices in the secondary market as a whole in the country is expected at the level of 12-14%.
Thus, Penza “secondary” remains one of the most affordable segments of housing in the Volga Federal District. Moderate price growth, low base value and the flow of demand from new buildings form a stable, although not turbulent, market. The main question is whether the region will be able to maintain this balance amid high rates and declining consumer activity.
