The company explained that the transition to individual heating in an apartment building is theoretically possible, but in practice it is almost always impossible. The law prohibits the transition to residential heat sources, if the house is connected to the central system. The exception - if it is provided by the scheme of heat supply of the city, told "MK in Pskov" in the press service of "Heat networks".
The main technical problem is vertical wiring of risers. When disconnecting one apartment, circulation is disturbed, and neighbors remain without heat. In houses with horizontal wiring, it is easier to disconnect, but such in Pskov are a minority.
If you just shut down the batteries and turn on the heaters, you still have to pay for central heating. In the absence of an individual meter, the fee is charged according to the standard or by a common house device. In addition, the heating of the common property is paid. Electric heating in winter requires 500-1000 kWh per month or more, which leads to double costs.
Legal alternatives: use additional heaters, install thermostats on radiators, insulate the apartment. The transition of the whole house to autonomous heating is possible with the decision of the general meeting and coordination with the administration.
