Ulyanovsk region lost its position in the investment rating: what the Prosecutor’s office revealed
Ulyanovsk region took 26th place in the National rating of the state of the investment climate in 2025, leaving the top twenty leaders

The Ulyanovsk region took 26th place in the National rating of the state of the investment climate in 2025, leaving the top twenty. At the same time, investment activity in the region continues to decline and the number of small and medium-sized businesses is decreasing. This was reported at an extended meeting of the regional prosecutor's office on October 27.
The situation with attracting investments and respect for the rights of entrepreneurs was discussed by representatives of the supervisory authority. Prosecutor of the Ulyanovsk region Andrey Terebunov drew attention to the deterioration of the indicators of the region.
According to him, the negative dynamics continues in 2026. In addition to the decrease in investment activity, the total number of small and medium-sized businesses in the region decreased.
The inspections also revealed shortcomings in the work of the authorities in supporting large investment projects.
One of the problems remains debt to entrepreneurs under state and municipal contracts. Since the beginning of 2026, thanks to the intervention of the prosecutor’s office, customers have repaid debts worth more than 98 million rubles.
In total, during this period, employees of the supervisory authority identified and stopped more than 2.2 thousand violations of business rights. Almost 700 people were brought to administrative and disciplinary responsibility.
A significant part of the violations concerned land relations. In particular, prosecutors found problems in extending lease agreements, determining the amount of rent and land management.
In addition, cases of restriction of competition in the conclusion of contracts with respect to state property have been identified.
Entrepreneurs also faced illegal inspections and the inability to obtain individual municipal services in electronic format.
Violations were also found in other areas, including state control over the retail sale of alcoholic beverages and the provision of support to agricultural producers.
Following the meeting, Andrei Terebunov instructed to strengthen supervision over the observance of the rights of entrepreneurs. Particular attention will be paid to the availability of state and municipal services, as well as the legality of the actions of controlling and law enforcement agencies.
A separate task will be to prevent unlawful interference in business activities and provide targeted support to investors.
In addition, the Prosecutor’s office intends to intensify cooperation with the Central Bank and credit institutions. This is necessary to prevent violations in the implementation of preferential lending programs for entrepreneurs.
Thus, against the background of the deterioration of the position of the Ulyanovsk region in the investment rating, the supervisory authority intends to strengthen control over compliance with legislation in the field of entrepreneurial activity.
