Family mortgage conditions will change from October 1 in Russia: what you need to know

The Ministry of Finance of Russia approved changes in the Family Mortgage program. They will enter into force for contracts issued from October 1, 2026. The changes provide for the application of different interest rates and the establishment of a maximum loan amount depending on the number of children and the region of the family.

Outside of the four regions (Moscow, Moscow region, St. Petersburg and Leningrad region), the following conditions are introduced in the presence of a child under seven years of age:

Families with five or more children can receive up to 10 million rubles at 2% per annum.

With four children, the rate will be 4%, the limit will also remain at the level of 10 million rubles.

For families with three children, a rate of 6% per annum is provided for up to 10 million rubles.

Families with two children will be available loans at 8% per annum (limit 8 million rubles).

Families with one child will be able to issue a loan at 10% per annum for up to 6 million rubles.

The ministry stressed that the measures are aimed at improving the targeting of the demographic support program.
