Heat energy consumers and heat sources have developed action plans to prepare for the heating season. They must be completed before September 20, and the readiness passports are registered with the bodies of the State Energy and Gas Nadzor until September 30. In Belarus, it is necessary to register 27,710 consumer readiness passports and 10,335 heat source passports. Overall, about 98 per cent of passports are registered. In Gomel, Mogilev and Grodno regions, 100 percent of consumer and heat source readiness passports have already been registered. This was announced today, September 23, during a press conference, Deputy General Director and Chief Engineer of State Energy and Gas Supervision Alexander Gulevich, reports sb.by correspondent.

Gosenergogaznadzor carries out constant monitoring of preparations for the autumn season and conducts information work. As the heating season approaches, specialists work in an enhanced mode to complete the registration of readiness passports.
- Starting from 2024, organizations can register a consumer or heat source readiness certificate electronically through the Single Electronic Services Portal. The share of electronic registrations is growing: if in 2024, 3 percent of readiness passports were issued in this way, then in 2025 - 25 percent. This year, the figure has exceeded 50 percent. For electronic registration, the act of checking the readiness of the object must be signed by all members of the commission, after which the passport is registered automatically using an electronic digital signature, the expert explained.
The decision to start the heating season is taken by local authorities. The average daily temperature and weather forecast of Belhydromet are taken into account. The inclusion of heating takes place in stages, reminded Alexander Gulevich:
- First of all, heat is served to kindergartens, schools, medical institutions, archives and museums. This happens if the average daily temperature for three consecutive days is plus 10 degrees and below. In the second place, heating is included in housing, dormitories and other educational institutions, theaters, baths - at an average daily temperature for three days plus 8 degrees or less. Lastly, heat is supplied to the remaining administrative and public buildings, as well as to industrial plants. They are connected after the housing stock in agreement with the energy supply organization. Received all passports of readiness: how in the MHKH are preparing for the autumn-winter period
