In Belarus, there are about 165 thousand rental premises (more than 9 million square meters). At the same time, about 75% of this fund (125,000 premises) is housing that has not been privatized by citizens. At the same time, more than 15 thousand units of communal housing have been empty for more than six months, which is about 9% of the total number of rental housing. Andrey Romashko explained that all such objects were inventoryed by the regional executive committees. Depending on the condition, demand and location, three use scenarios are defined for them: repair with subsequent hiring, sale or demolition.
“Demolition is costly. The average cost of demolition of a residential building in the country is about 3-6 thousand rubles. For comparison: the construction of a new square meter costs about 2.2 thousand rubles, and the cost of repair can reach more than 400 rubles per square meter. Therefore, it is very important to assess the economic feasibility, said Andrei Romashko.
Particular attention is paid to the fate of dilapidated housing in remote settlements, which is not in demand among employers. To solve the problem of implementing such facilities, the agency is considering changing procedural approaches.
" A proposal to cancel auctions for the sale of vacant rental housing in some cases is being considered. That is, the executive committees will determine the auction areas where housing is more in demand or is in nature reserves. And where it can be sold at the base value, we propose that it be sold in this way, said Andrei Romashko.
In addition, the Deputy Minister touched on the issue of waiting lists. Half a million families are registered in need of better housing conditions. On behalf of the Head of State, a list of persons who apply for rental housing is currently being worked out in order to separate them from those who are waiting for housing construction as property.
