In Lipetsk, deputies supported the growth of fees for water disposal from July 2027

At the 18th session of the City Council of Lipetsk, people's deputies voted to send an appeal to the governor of the region with a proposal to establish a limit index of changes in citizens' fees for utilities.

The initiative came from RVK-Lipetsk LLC and the regional Ministry of Energy and Tariffs: they seek approval of the excess of the index starting from July 1, 2027. This was reported in the city parliament.

The chief engineer of the company Alexander Shachnev spoke to the deputies, explaining the reasons for the request. During the four years of the investment phase, the company almost coped with the five-year program: about 40 km of networks were commissioned and reconstructed, and the modernization of biological treatment at wastewater treatment plants was brought into operation by 80%. But the concession agreement is constantly replenished with new plots, including ownerless ones, and costs are growing - hence the losses. The property complex of the company has risen in price twice relative to the book value at the time of signing the agreement, and for the current year alone, the volume of serviced water disposal networks has added more than 30%. Operating loss in 2026 is projected at 500 million rubles, and accumulated since the beginning of activity - at 1 billion rubles.

According to Shachnev, it will not be possible to fulfill the updated obligations on the modernization of networks and treatment facilities without an increase in the tariff for water disposal by 45.9% from July 1, 2027. Deputy Minister of Energy and Tariffs Svetlana Krylova assured deputies that the increase would be insignificant for residents. In Lipetsk there are more than 252 thousand personal accounts. In 60% of residents, the payment for drainage does not exceed 250 rubles a month - they will cost an increase of no more than 77 rubles. 29% with a payment of up to 500 rubles - no more than 155 rubles. The share of water supply and sanitation in the receipt remains the lowest - 7.7%, and the total increase in fees for all utilities services will not exceed 1%.

Speaker of the city Council Eugene Fry asked to clarify whether 77 rubles per person or on a personal account. The chief engineer explained that we are talking about a personal account - a family, an apartment or a home.

According to the calculations of the Ministry of Energy and Tariffs, the marginal index of changes in fees for utility services will be 28.8%. Chairman of the Standing Committee on Housing, Urban Development and Land Use Mikhail Rusakov expressed hope that the agreed increase will help RVC respond more quickly to applications, reduce the number of leaks and blockages, and reduce the number of unburied excavations in a timely manner.
