What consequences threatens late payment of housing and communal services, the correspondent of the agency “Minsk-Novosti” told the head of the Department for recovery of receivables Settlement and information center of the Minsk City Executive Committee Galina Belousova.
One of the most effective ways to influence defaulters is to disconnect utilities. As Belousova explained, it is used in the presence of debt without good reason for two or more calculation periods. In advance, the owner or tenant of the premises is sent a warning and given five calendar days to repay the debt. If during this time payment has not been received, utilities suspend the provision of some utility services.
Thus, for eight months of this year, 8,391 apartments were temporarily left without electricity, 1,677 without water supply and 218 apartments without gas supply (in some residential premises several types of utilities were turned off at once).
The resumption of the provision of disconnected utility services is already made on a paid basis after repayment of the debt in full.
- Also on non-payers imposed other statutory restrictions. These are, in particular, the direction of a payment claim to the bank to write off funds from the accounts of the debtor; withholding arrears from wages or pensions; seizure of property; a ban on the use of mobile communications and the Internet; restriction on driving a vehicle; a ban on leaving the country, Belousova said.
She drew attention to the more severe consequences for those who have a debt period longer than six months. Employers can be evicted without providing other accommodation, and owners are threatened with the sale of their apartments from public auction with the subsequent provision of housing of other consumer qualities and not necessarily in this village.
