In Orenburg proposed to make fines for ticketless travel stricter

The changes were proposed by the Office of the Ministry of Justice of the Russian Federation in the Orenburg region. The Legislative Committee recommended that the amendments be adopted – according to the plan, it should teach passengers to pay for fares and follow the rules on buses and trains.
What else changes in the law? It will remove the norm of responsibility for violation of fire safety rules during a special fire regime. This will be punished according to federal rules – the relevant article is already in the administrative code.
The bill will be submitted to the Legislative Assembly in October.
There's two things. The first is the logic of a double fine: 500 rubles today, in fact, do not motivate you to buy a ticket, especially if the fare is comparable. An increase to 1,000 rubles for a repeated violation is an attempt to make ticketless travel economically unprofitable. However, the question arises: how effective is the control itself in buses and trains. If there are few inspectors, the fine can be increased as much as you want - this will not stop violators. The second point is technical: by removing the duplicate rule on fire safety, the region brings the local legislation in line with the federal one. This is a smart optimization, not a loosening of control.
