In Russia recorded a sharp increase in adolescent droppers
For eight months of this year, the number of underage droppers in Russia increased 48 times.

In the first eight months of 2026, Russia recorded a 48-fold increase in the number of minors participating in dropper schemes. In absolute terms, this is more than 720 teenagers. Such data was cited by the first deputy head of the Department for the organization of combating the illegal use of information and communication technologies of the Ministry of Internal Affairs of Russia Sergey Kalinin.
Speaking at the international forum during the session dedicated to combating fraud, the representative of the cyber police noted that the category of persons who have committed crimes related to the illegal circulation of means of payment is the most alarming.
According to him, if we take into account latent episodes, the scale of the problem will be much wider than official statistics.
Kalinin identified three key reasons for the situation. The first is the appearance in the Criminal Code of new compositions, where the subject of the crime is a minor. In particular, we are talking about amendments to Article 187 of the Criminal Code of the Russian Federation, after which dropper activity became an independent criminal act.
The second reason is the lowering of the age threshold for involvement in illegal activities, which, according to the representative of the Ministry of Internal Affairs, is already partially controllable.
The third is the lack of legal literacy of adolescents.
Droppers are people who provide their bank cards or accounts for the transfer, cashing and concealment of other people’s funds in the framework of fraudulent schemes.
