In Ulyanovsk, entrepreneurs are suing the mayor’s office because of kiosks
Ulyanovsk entrepreneurs fear losing their outlets due to new requirements for the placement of kiosks

Ulyanovsk entrepreneurs are afraid of losing their outlets due to new requirements for the placement of kiosks. The owners of the pavilions appealed to the court to challenge the decision of the city administration. In the Leninsky district court held the first hearing on the claim of businesswoman Anastasia Irina.
The reason was the changes adopted in February 2026. Now after the end of the contract, the place under the kiosk is put up for auction. The former owner can keep it, but only at the price offered by the winner.
In addition, the period of placement of shopping facilities was reduced from 10 to 7 years. Entrepreneurs believe that the new conditions jeopardize their business: you can lose not only the place, but also regular customers.
Earlier, about 900 entrepreneurs opposed the changes, sent a collective appeal to the President of Russia. The prosecutor's office of the Leninsky district also indicated to the mayor's office that the new rules should not affect the existing treaties.
The administration of Ulyanovsk does not agree with the claims. Regional Minister of Economic Development Nikolai Zontov explained that auctions are necessary for the transparent distribution of trade places. At the same time, owners are allowed to extend the contract without bidding for another year.
According to the city hall, there were about 1,350 stalls and pavilions in the city at the end of 2024. Now the dispute about the legality of the new requirements will have to be resolved by the court.
