In Voronezh Novozhyvotinn officials were forced to issue licenses for 11 wells
According to the requirements of the subsoil legislation, only a municipal enterprise or institution can issue a license

The Prosecutor’s office has made through the court that the administration of Novozhyvotin rural settlement of the Voronezh region legalized the work of 11 artesian wells. The supervisory authority explained that the facilities were used for groundwater extraction without mandatory permits.
According to the requirements of the subsoil legislation, only a municipal enterprise or institution can issue a license. However, such an organization was never established in the settlement, and the operator responsible for water supply to the population was not appointed.
The district prosecutor's office had previously pointed out these violations to the administration, but no action followed. As a result, the official was brought to administrative responsibility under Part 1 of Article 7.3 of the Administrative Code of the Russian Federation - for using subsoil without a license. An attempt to appeal against this decision in the appeal was unsuccessful: the regional prosecutor's office opposed the satisfaction of the complaint.
Now the municipal authorities will have to create the necessary organization and obtain permits for all wells providing drinking and household water supply.
