Residents of the Ulyanovsk region warned about changes in the legislation
Russia has adopted new regulatory documents affecting the maintenance of power grids in apartment buildings and the appointment of child benefits to certain categories of citizens

Russia has adopted new regulatory documents affecting the maintenance of power grids in apartment buildings and the appointment of child benefits to certain categories of citizens. In addition, a change in the procedure for bringing employers to responsibility for errors in information about the employment of employees is discussed.
One of the changes concerns the separation of responsibility for electrical equipment in apartment buildings. According to the new provisions, the border of balance accessories are the terminals through which an individual electricity metering device is connected to the supply cable.
In this case, the meter itself belongs to the property of the owner of the apartment, regardless of the place of installation. The electric shield located on the landing is part of the common property of an apartment building.
Particular attention is paid to changes in intra-house electrical networks. It is forbidden to change their configuration independently without a corresponding decision of the general meeting of owners. If the reconstruction is carried out without the necessary approval, the violator may be obliged to restore the network in accordance with the project documentation.
Another legislative initiative is related to the provision by employers of information on the work activity of employees.
It is proposed to automate the procedure for bringing to responsibility for late transfer of information or errors made. It is assumed that the Social Fund of Russia will send information about violations to Rostrud.
Based on the data obtained, the agency will be able to make decisions without drawing up a protocol and the participation of the person prosecuted. As a general rule, responsibility is planned to be assigned to the head of the organization or individual entrepreneur.
These changes have not yet entered into force. The estimated start date of the new order is September 1, 2027.
Some innovations affect families with children who were forced to temporarily leave their place of residence.
The Russian government has established the features of the appointment of a monthly allowance in connection with the birth and upbringing of a child for 2026-2027 for citizens temporarily resettled from the Crimea, Sevastopol, Krasnodar Territory, Belgorod, Bryansk, Voronezh, Kursk and Rostov regions.
For this category of applicants, special conditions for the consideration of applications are provided. In particular, when making a payment, separate grounds for refusal in general will not apply.
It also provides for the provision of benefits in the amount of 50% of the subsistence minimum. The specific conditions for obtaining support depend on the provisions of the decree.
Thus, some of the changes already concern the current rules for the maintenance of common property and the provision of social assistance, while the new mechanism of responsibility of employers remains a legislative initiative.
