City VK-public “Kostroma as it is” publishes a letter from one of its readers, who is outraged by the fact that in some city offices, postal workers refuse to issue packages to customers by track number or paper notice, demanding to present a QR code in the Internet application “Mail of Russia”.
Indignant Kostromich recalls that according to the Order of the Ministry of Digital Services of Russia dated 17.04.2023 No. 382 “On Approval of the Rules for the Provision of Postal Services”, methods of identifying the recipient of a postal item can be carried out using a passport or a simple electronic signature (through State Services).
Kostromich proposes to solve the issue of arbitrariness of postmen radically: if a postal employee refuses to issue a parcel by track number or paper notice, then it should:
- to request to issue a refusal in writing;
- invite the head of the department and familiarize him with the order of the Ministry of Digital Services of Russia dated 17.04.2023 No. 382
...and then bravely go to court.
