Residents of Karelia explained the procedure for restoring access to accounts when blocking a bank card

In the public "Explain." The Republic of Karelia explained why the cards are blocked and how to return access to their money. Freezing of funds can occur for various reasons, but there are clear algorithms for regaining control over finances.

According to the current legislation (in particular, Law No. 161-FZ), banks are obliged to respond to suspicious activity to protect against fraudsters. If signs of unauthorized access are recorded, the plastic is temporarily frozen. At the same time, cash can still be cashed at the cash desk of a financial institution by presenting a passport.

More serious restrictions – both on the card itself and on the entire bank account – are imposed on the basis of Law No. 115-FZ, aimed at combating the legalization of illegal income.

The following financial transactions are at risk:

Transactions that are too large or too frequent, knocking out of the customer’s usual profile;

Sending money to new counterparties;

Sudden activity immediately after moving large amounts between a citizen’s own accounts;

Use for payments gadgets or phone numbers previously marked in databases as fraudulent;

Signals of suspicious activity received from mobile operators or recorded on a smartphone.

Algorithm for removing the block

Find out why. Contact the bank and clarify why the restrictions are imposed, as well as ask for a list of papers to be provided.

Prepare the evidence. Collect documents confirming the legal nature of your income and transfers.

Send a package of papers to the bank. This can be done at a personal meeting in the office, through a mobile application (chat) or registered letter. Be sure to record the fact of sending and receiving the request by the bank.

Wait for a decision. The financial institution is obliged to examine the materials provided and make a verdict.

If the bank refused, the client has the right to file a complaint with the Central Bank of the Russian Federation using the online reception (in the category dedicated to information security). The term of consideration of the complaint is up to 15 working days. In extreme cases, disputes are resolved in court.

In order to reduce the risk of blocking, warn the bank about large or unusual transfers, update contact details when changing them, avoid sudden financial transactions without explanation.
