A significant amount of work was carried out by prosecutors in the field of supervision of the preliminary investigation and inquiry. This was stated by the Prosecutor General of the Republic of Belarus Dmitry Gora on October 7 at a joint meeting of the House of Representatives and the Council of the Republic of the National Assembly of Belarus, the correspondent of sb.by reports.

The Prosecutor General noted that for a year and a half, prosecutors have studied more than 200 thousand materials of inspections, on which decisions were made to refuse to initiate criminal cases. Of these, almost 15 thousand were canceled and sent for additional inspection, more than 270 criminal cases were initiated:

- In total, during the supervision of pre-trial proceedings, prosecutors opened almost 3 thousand criminal cases. Almost 40 thousand criminal cases have been sent to the courts of the republic. More than 1,000 cases have been returned for additional investigations. As a result of the measures taken, the number of court decisions on the rehabilitation of accused persons that have entered into legal force has decreased.

For a year and a half, state prosecutors participated in the consideration by the courts of almost 80,000 criminal cases and materials (consideration by the courts of issues related to preventive supervision, replacement of punishment with a milder or stricter one, application of parole, etc.).

Dmitry Gora noted that a number of criminal cases presented increased complexity in proving the guilt of the accused. So, a great public outcry received a criminal case against the Lipsky family. Their son was prosecuted for hooliganism and less serious bodily harm. After that, the convict Lipsky, his mother and father decided to take revenge on those who contributed to his punishment. To do this, they formed a list of 42 people they intended to kill. Among them are judges, prosecutors, doctors and others. They killed a woman and tried to kill her husband. Weapons, ammunition and explosive devices were seized from the accused. For a set of crimes, a sentence of imprisonment for 22 and 24 years was imposed, the Prosecutor General of Belarus specified.

According to the protests of prosecutors in the criminal proceedings, the court decisions against more than 2 thousand persons were reviewed, 84 percent of the protests were satisfied. With the participation of prosecutors, more than 25,000 civil cases were considered, more than 1,000 appeals were brought on them, of which two-thirds were satisfied.

- Prosecutors appealed to the court with claims not only in defense of state interests, but also citizens who are deprived of the opportunity to independently protect their rights. Thus, the court decision in favor of a minor injured in an accident, recovered monetary compensation for moral damage in the amount of 40 thousand rubles. At the same time, the perpetrator of the accident made a fictitious alienation of the car in order to prevent recourse to it. At the request of the Prosecutor established the fact of nullity of the contract of sale of the vehicle, compensation recovered in full. The Prosecutor’s office of the Grodno region appealed to a student of the college, which unreasonably recovered utility payments in the amount of 21 thousand rubles for the use of the apartment of the mother, in which she did not live. Her mother had previously been deprived of parental rights. At the request of the prosecutor, the court canceled the illegal decisions, since the debt was formed through the fault of the mother before the applicant reached the age of 18, said Dmitry Gora.
