The owner of an old house on Shahumyan, 16 lost a dispute about the status of the object. The press service of the Rostov regional court announced the cancellation of the decision of the court of first instance on October 13.
In November 2025, the house was at the center of a scandal: it was faced with black tiles without the consent of the Department of Architecture. The building is not OKN, but is included in the list of valuable buildings of the historical and urban environment. They told me to take it off. The walls were surrounded with modern bricks, imitating a pattern similar to the original appearance of the building. Fresh photos of the work are published by Donday.
While there were repairs, the initiator of construction tried to transfer the house to a non-residential fund. Presumably, it was planned to open a commercial establishment in the premises.
The Department of Architecture refused, pointing to illegal redevelopment, the same uncoordinated reconstruction and a number of other violations. The dispute reached the Leninsky District Court, where the owner of the house was detained. On September 28, the regional court overturned that decision and confirmed that the department had refused lawfully and reasonably.
The house was built in 1869. Formally, it is not an object of cultural heritage, but has the status of a valuable object of historical and urban development. This means that the historical facade is forbidden to change.
