At the same time, the government is considering the proposal of the Ministry of Energy to include in the calculation of the import damper the costs of domestic transportation of imported gasoline and diesel fuel. We are talking about the transportation of petroleum products from ports of arrival to end consumers, including in Central Russia. According to Mr. Sazanov, the Ministry of Finance is studying the initiative of the Ministry of Energy and after assessing the budgetary possibilities, the issue will be submitted to the government for discussion.
The Ministry of Finance is ready to take into account documented costs of transporting fuel within the country, but refused to take into account the commercial premium set by suppliers for imported fuel. According to the Deputy Minister, it is impossible to determine the objective amount of such an allowance.
Import damper for gasoline has been operating since the summer of 2026 against the background of disruptions in fuel supplies. The mechanism from 1 July 2026 to 30 June 2027 also applies to medium distillates and diesel fuel. The purpose of this measure is to compensate companies for part of the difference between the cost of importing fuel and the domestic selling price in Russia.
